In 1879, Father Bernard Donnelly established Mount St. Bernard’s Orphanage in Kansas City. With that one act of faith, hope and charity, many lives — and a community — were transformed.
And, from that humble beginning a strong tradition of compassionate care and social service took root, thrived, and grew to become Catholic Charities of Kansas City-St. Joseph.
Catholic Charities empowers at risk people to create a pathway out of poverty by alleviating their immediate crises to create stability; then providing robust support to lift them to dignity and self-reliance.
Today, millions of lives have been transformed, in the communities we serve. We have office locations in the Kansas City metro-area, St. Joseph, Missouri, a Food Pantry in Kansas City Missouri, while serving a 27-county region.

Position Title: Senior Program Manager
Effective Date: 6/3/2026
Starting Salary: $57,600
Employment Type: Full-time (38-hour work week)

Reports to: Director, Children and Families
Position Objective
Provide strategic oversight and leadership for the daily operations of Children and Family Programs, including supervising and supporting a multidisciplinary team of case managers, fostering collaborative relationships with community stakeholders, and guiding staff through complex and high-risk cases to ensure effective service delivery, compliance, and positive client outcomes.
Essential Duties
Stewardship
- Direct supervision of all related agency wide staff (including Kansas City and St. Joseph) within the Children and Families programs, delegating work and responsibilities to them as necessary and appropriate. Responsible for hiring, training, and maintenance of program staff, individual and team supervision as needed, oversight and delegation of work. Performs initial 90-day evaluations as well as annual evaluations with a recommendation of salary and/or job description changes relevant to the personnel of this area. Maintains ongoing documentation of employee performance, implementing disciplinary action if necessary.
- Maintain clinical oversight of services provided to include but not limited to Children and Family programs, case management, adoption, child abuse prevention, individual development accounts and other departmental programs. Develops and maintains tracking controls for all staff caseloads and responsibilities and provides tracking to Director, when requested, on a monthly basis.
- Assist in the development of new programming for department expansion of services.
- Help with the submission of grants and grant reports in coordination with the Director and grants team as well as grant implementation and management. Ensure all reports are in compliance with funding resources agency wide.
- Ensure you and staff follows all procedures and complete forms/ETO data entry as required and in a timely manner.
- Ensure that case files are readily available Performance Quality Improvement reviews; make files available for external reviews and audits as necessary.
- Implement corrective action as a result of non-compliance, if any.
- Ensure licensing, accreditation and contract standards are carried out within the identified budgetary outcomes of these programs.
- Maintenance and management of statistical outcome data as it pertains to funding sources and agency requirements.
- Assist the Supervisor of Placement Services. In times, review and approve applications, home studies, post placement supervisions and other documentation in the provision of services. Ensure a sufficient number of caring homes to meet the agency’s demand.
- Conduct community outreach for the purpose of program recruitment, resource referrals and partnerships.
Teamwork and Collaboration
- Schedule and facilitate quarterly PQI meetings.
- Schedule and facilitate program staff meetings.
- Assist in leading and actively participate in quarterly department meetings.
- Develop, implement, and maintain positive working environment for program staff.
- Work closely with marketing department for the purposes of program marketing and/or support.
Commitment to Customers
- Maintain active participation in the Alternatives to Abortion administrative and clinical groups related to our work.
- Participate in agency morning meetings and management meetings (as scheduled).
- Work with attorneys as it relates to adoption.
- Actively assist with clients in our Welcome Center.
Leadership and Management
- Ensures that staff strictly follow the Catholic Social Teachings in all aspects of their positions
- Direct overall management of Children and Family, as well as supportive management in the Adoption Program.
Requirements
Basic Qualifications
- Must have a master’s degree in social work or a human service area of study plus 3 years' experience in a child placing agency OR a bachelor’s degree in social work or a human service area of study plus 5 years' experience in a child placing services and possess a current license as a clinical social worker in the state of Missouri. If qualifications vary from this, it must be approved by the state.
- Must have at least 5 years of supervisory experience.

- Solid background in general business functions, including budgeting, monitoring progress toward a budget, staff and human resources management, legal, financial, and regulatory compliance.
